Paul taught the restoration of all things, as Romans 5 makes clear in the last several verses saying, "Where sin abounded grace MUCH MORE abounded!" And then, we find at the start of chapter 6 that he says, "Shall we sin more that grace may abound?"
If Paul were an Arminian that question would never have come up. Furthermore, Romans 5 would have been written so as to CLEARLY demonstrate that only a few would ever be saved. And instead of the question being "So Paul, you're saying that we can just sin more so that grace will abound all the more?" the question would have been--
"Since few ever will find the narrow way, how much can I sin and still be saved?"
Or--"How much walking in the Spirit daily is enough?"
